No. Not in my opinion anyway. Some people will like the choice in the gameplay that Deus Ex has and the openness of the world, but that doesnt make it a better game.
People will argue about the strategy and choice in gameplay, but Mass Effect 2 gives you choice in gameplay from the beginning when you pick your character class, and combat strategy continues throughout with the companions you choose and the way you use them.
People will argue that Deus Ex has a far more expansive open world with more people and more to do, but its far less well made then the refined open world of Mass Effect 2. You can start talking to a random bystander in Mass Effect 2 and their body moves realistically, even aliens look real because of the quality in the motion and facial capture. In Deus Ex, even when talking to important people in quests you can watch their body and see that its actually just one unnatural loop that keeps going while the lips move awkwardly to the voice.
There are things that Deus Ex does better. The choice in how you go through missions is a welcome aspect, letting smart players spot pathways that go away from the straight line in order to go round enemies and play stealthily instead of going for all out combat all the time. Mass Effect 2 is generally quite corridor-ish, sending you through one straight path. And while it helps keep the game going and helps keep the pace, that corridor can get quite tedious sometimes.
So there you go. If your looking for free roam and flexibility then Deus Ex does offer you quite a lot, but dont expect it to be a perfectly polished masterpiece.Is deus ex Human revolution better than mass effect 2?
In a way, because Mass Effect 2 isn't really a free-roaming game. It's quite linear, in fact, except for the freedom in choosing which missions to take first and which line of dialogue to say. And also when to shoot/punch first, which is always fun.
Deus Ex HR gives you more freedom in choosing the way you play the game, while Mass Effect 2 gives you more freedom in choosing how the story goes. So whichever one works for you =]
